Creates a Stripe SetupIntent and returns the client secret and publishable key needed to collect card details via Stripe.js. Use the returned values to initialize Stripe Elements and call stripe.confirmCardSetup(). The resulting payment method ID can then be passed to the purchase order endpoint.
